How to become a member of the House of Lords

Criteria for Joining the House of Lords

Applications for a political peerage should be made to the leader of the relevant parliamentary party, although broadly the process is similar to applying for a non-political crossbench peerage. Applications to join as a crossbench peer will be assessed by the House of Lords Appointments Commission. This commission has a significant role in choosing who will be appointed to the House of Lords. 

The House of Lords Appointments Commission will often recommend individuals who meet the following criteria:

  • Currently and willing to remain a UK resident for tax purposes 
  • Have the ability to make contributions to the work of the House of Lords beyond areas of their specific expertise or interests 
  • Who showcase exceptional personal qualities, with a strong emphasis on integrity and independence
  • Are willing to commit the required time to make valuable inputs to the work of the House of Lords, which can still allow for individuals to continue with other professional interests 
  • Can demonstrate a strong fundamental understanding of the constitutional framework, including the role of the House of Lords in UK society

How many members of the House of Lords are there and how many are independent crossbenchers?

Unlike the House of Commons, which has a defined number of seats, the number of members in the House of Lords is not fixed. As of 10 March 2025, it has 832 sitting members . It is the second largest legislative chamber in the world, behind the National People’s Congress of China.  As of 6 March 2025, there are 184 crossbenchers, making up approximately 22 percent of the sitting members in the House of Lords. The Crossbench is typically the third-largest peerage group after the Conservative and Labour benches.

What does the House of Lords do?

The House of Lords is the second chamber of the UK parliament. It works alongside the House of Commons to:

The House of Lords chamber spends about 60% of its time on legislation; the other 40% is spent on scrutiny – questioning government and debating issues and policy. Committee work takes place outside the chamber.
